- Live in one of the watersheds- Be the owner of the land/home- Be able to substantiate income and identity (several documentation options available)- Have an existing septic system that is deemed failing by the Arkansas Dept. of Health There are no fees and the loans are provided at 0% interest. The program is funded through the Clean Water State Revolving Fund through the AR Dept. of Agriculture, Natural Resources Division. IRWP is a 501(c)(3) nonprofit organization based out of Cave Springs, AR.

1. Contact IRWP or complete the Pre-Application to let us know you are interested.2. Visit with the Septic Tank Remediation Program Manager about your septic system's problems and funding options.3. If eligible, complete the full application and provide proof of income, identity, and ownership of the home and land. Non-filers can provide a letter from the IRS to prove non-filing status. 4. You will receive a determination of funding eligibility and the program manager will guide you through the steps of getting a new design and permit. 5. Once a permit is issued by the Arkansas Department of Health, 3 bids for the installation are required. 6. Once the bids are received and an installer approved, the project can be installed. 7. Funds are released to the homeowner 3-6 weeks after the final project is signed off on by ADH.

Program assists clients living on the Arkansas side of the Illinois River Watershed that has a failing septic system is eligible for a combination of zero-interest loans and non-repayable grant funds.
