The Home Energy Assistance Program is designed to assist low-income individuals and families with their heating costs in the winter and cooling costs in the summer. Individuals meeting the income guidelines receive a one-time payment applied to their utility bill. Individuals using forms of energy other than gas and electricity, such as wood, Kerosene, coal, or individuals whose energy costs are included in their rent, are also eligible for the winter program.SNAP recipients receive their applications for winter assistance in the mail in late December or early January and summer applications in June. Non-SNAP recipients must apply in person at their local ARVAC office.Fans are distributed when a weather-related emergency exists as declared by the Governor. The Fan Program offers assistance to households with medical conditions that makes them susceptible to heat. This program is for the purpose of obtaining one fan per household.
