Eligibility
Child must be 3-5 years in age and must have ONE of the following to be eligible:- Gross family income shall not exceed 200% of the federal poverty level- Child must have developmental delays - Low birth weight less than 5 pounds- One or both parents have been incarcerated- One or both parents have history of substance abuse
